1. ChatGPT in a Luxembourg SME: where things stand

3. The four limits of ChatGPT in an SME
Four precise points mark the boundary. They come from the nature of the tool, a general-purpose assistant, and not from its quality.
3.1 It does not know your files
ChatGPT has no access to your document management, your CRM or your accounting. It does not know that this client has already received two reminders, or that this lease ends in March. For it to know, someone has to paste it into the conversation.
Copy and paste then becomes the process, and it forgets documents.
3.2 It answers, it does not act
The tool produces a text. It does not file the document in the right folder, does not send the reminder, does not write the line in your software. Between its answer and the finished job, every manual step remains. That is often where the time goes.
3.3 Nothing is repeated or logged
Each employee has their own prompts, in their own account. If the person is away, their method leaves with them.
There is no log either. Three months later, nobody can say on what basis a reply was drafted, or who approved it.
3.4 Client data has no place in it

5. The framework, in brief
Two texts are enough to situate an SME: the GDPR for data, the AI Act for teams.
The GDPR, applicable since 25 May 2018, makes the company the controller of the personal data its teams handle in their work, including when they type it into a third-party tool. In Luxembourg, the supervisory authority is the CNPD, the National Commission for Data Protection.
Article 4 of the AI Act, applicable since 2 February 2025, asks companies that use AI systems to take measures to support the development of AI literacy among their staff. A one-page usage rule, explained to the teams, is a step in that direction.
6. The switch test: five questions
Take one specific task, not a whole department. Three questions decide, the last two prioritise.
- Does the task touch a client file, an employee or identifiable data?
- Does it require acting in an internal tool (filing, entering, sending)?
- Does it have to leave a record: who did what, on what basis, approved by whom?
- Does it come back every week, in a similar form?
- Do several people do it today, each in their own way?
A single "yes" on identifiable data, the internal tool or the record makes it an agent task. Three "no" answers on those same points: keep ChatGPT, even if the task comes back every day. 7. Where to start
Three decisions are enough to get going: keep, frame, choose a pilot.

- Write a one-page usage rule. What may be typed in, what is never typed in, who to ask when in doubt.
